Suggestions on Education Bill to be incorporated in the subordinate legislation

ITANAGAR, Mar 14: The second day of the Consultative Meeting on the proposed Arunachal Pradesh Education Bill 2010 witnessed several student leaders and activists putting forward their views. The Bill is being placed in the ensuing Assembly session that begins from March 18 next.

Education Minister Bosiram Siram reiterated that the proposed bill would bring in landmark changes in the education scenario of the state.

The Education Minister assured that all the points will be taken into account and will be incorporated in the subordinate legislation that will be passed after finalization of the principal legislation in the Assembly.

Representatives from Arunachal Teachers Association (ATA), All Arunachal Pradesh Students Union (AAPSU), All Nyishi Students Union (ANSU), Rajiv Gandhi University Students Union (RGUSU), Arunachal Law Students Union (ALSU) and Arunachal Pradesh Rajiv Gandhi Panchayati Raj Sangthan (APRGPRS) Chairperson Jarjum Ete attended the meeting.

AAPSU President Takam Tatung suggested the Bill to put stress on Physical Education in schools, maintaining strict rules for teacher attendance and posting, indigenous dress codes in schools to encourage local handloom sector, auditing of admission fees, proper implementation of Mid Day Meal Scheme and recalling teachers deputed to other departments. He also suggested bi-monthly release of stipend for students and delimitation of schools and colleges in the state. AAPSU General Secretary Tujum Poyom and ANSU President Niglar Veo  spoke on the various clauses of the bill which needs clarification and further add ins. APRGPRS Chairperson Jarjum Ete, emphasizing on quality education for better human resources, suggested that existing colleges be developed into centres of excellences with state of art facilities like online libraries and teleconferencing classrooms where seat and scholarships for meritorious students should be encouraged. She stressed that the Education Bill should aim at grooming the future leaders of the state.

Ete advocated inclusion of a member from the Women Commission and the Director of Women and Child Development in the State Council for Higher and Technical Education so that women are also properly represented. Calling for fifty percent ratio in the teachers of the state, Ete submitted that women should also be posted in places equally as men even if it’s a hard posting.

Earlier, Education Commissioner Hage Khoda underlined the major tenants of the Act, while Director Higher and Technical Education, Dr. Joram Begi briefed on the Arunachal Pradesh Council for Technical Education Bill 2010. Dr Begi informed that the Lyngdoh Committee Report would be strictly implemented in the state and the Free and Compulsory Education Act will be implemented in the state from April 1 next.

 

DGP Mehra calls for concerted effort to curb drug menace

Changlang, Mar 14: Director General of Police, Government of Arunachal Pradesh Vimla Mehra, while interacting with the Heads of Department of Changlang during a two days official visit expressing her concern over the large number of youth with drug addiction called for concerted efforts to curb it.

She said that it might be due to less parental control as many parents are addicted to the drugs themselves. She appealed the education department, medical department, relatives of such addicted persons to render their constructive role to eradicate this social menace.

She sought first hand information from the concerned executing departments who are taking up works under department of Arunachal Pradesh Police. While lauding the public of Changlang for their good co-operation with the District Police, she stressed for larger participation.

Dr M Khimhun, SMO, Changlang while speaking on the Drug Menace in Changlang district informed that opium has its social ties with people of Changlang. But earlier, it was used in the right way and the use was limited up to festivals only and sometimes for medicinal purpose as people have belief that it cures severe diarrhea, indigestion. But gradually elderly people started using it day after day.  Now major chunk of the population under this grip are youths. Once they get into addiction if they are not provided with opium they use brown sugar which no one knows where it comes from.  

She informed that medical department of Changlang had conducted a number de-addiction camps but the success rates are very poor due to defaulting of the addicted persons

SDO(S) H Matcha informed that for last few years the cultivation of opium was nil except in small quantities in few of interior villages.

During her stay she had meetings with HOOs, & Public leaders of Changlang and visited under construction Judicial Lock up, police Station, Sub-Jail, SP Office, Rang Frah Mandir at 1 Mile and Old Changlang Village.

Dr S B Deepak Kumar hoped that her visit would definitely strengthen the Police force in the district thereby bringing improvements to law and order problems. He said that it was privilege of the people of the district to have the Police Chief of the entire state in the district.  

Changlang  SP Kimi Aya informed that during the current year till Oct 2009, the District Police has registered 11 cases related to drug trafficking and 13 Gm brown sugar were seized from the culprits. He revealed that the department is planning to start checking of all kinds of Vehicles entering the administrative jurisdiction of Changlang from outside to check the inflow of drugs.

Earlier, Renu Mungrey, Member, State Security Commission requested for periodical meeting amongst the members of state security for better co-ordination and communication.

T Tangha, AE (PWD) while presenting the progress report on under construction Judicial Lock up which was delayed for more than two years of the time framed, informed that the lock up will be completed and handed over to the Police department by the month of March 2010. (DIPRO)  

Rijiju procures Ambulance for Aalo District Hospital

ITANAGAR, Mar 14: Health and Family Welfare Minister, Tanga Byaling flagged off an ambulance for Aalo District Hospital at Hotel Arun Subansiri today. The ambulance has been procured by former Lok Sabha MP Kiren Rijiju from the MP LAD Fund from his last tenure as MP of Arunachal West parliamentary constituency.

Rijiju, Director Health Services, Dr. T. Basar, Deputy Director Health Services, Dr. T. Lollen, CMO General Hospital Naharlagun, Dr. Moji Jini and Medical Superintendent Dr. L.Lollen attended the ceremony. The ambulance is equipped with an in-built stretcher and an oxygen cylinder.  Rijiju speaking on the occasion said, ‘It is the result of the demand of the people of Aalo during my tenure as the MP, but due to the constraint in fund, I could not fulfill the commitment then’. He informed that after election, he followed up the matter, sought help from other MPs in gathering fund for the ambulance. Also, Rijiju informed that, there is one more ambulance and sanction of Rupees eight lakh each for Nyokum ground boundary at Koloriang and Dree ground boundary at Ziro coming up which he had promised as the MP. Appreciating the effort of the former MP, Health and Family Welfare Minister, Tanga Byaling informed that the health department will be transparent and revamping itself as the Arunachal Health Policy will be placed in the coming Assembly Session. The policy shall ensure the streamlining of the Health department, added Byaling.

 

ABK demands exclusion of five Adi villages

ITANAGAR, Mar 14: Adi Baane Kebang has formed an impact assessment committee on the proposed implementation of Hydro Power Project in the Adi inhabited areas.

The committee will assess and examine the possible submergence of land, other aspects of the proposed power projects.

The kebang further adopted a resolution for exclusion of five Adi villages, Sido, Detak, Depi, Depimoli and Korang from the proposed Lower Siang district. Meanwhile, a seven member committee has been formed to study the proper demarcation of the village boundaries. It has also been resolved that the exclusion of the five villages should be done by taking into account of the traditional boundaries to avoid misunderstanding and future complications.

 

UAEA decides to sticks on its demands

ITANAGAR, Mar 14: Unemployed Arunachalee Engineers’ Association (UAEA) in a meeting held today here unanimously decided to make the UAEA registration mandatory.

It also decided to maintain its demands on strict implementation of recruitment rules in all departments of the state, 100% reservation of technical posts to APST in the state, stoppage of illegal appointments and immediate appointment of waiting list candidates. Meanwhile, the association congratulated its Advisory committee member Tapiyar Moyong, Joint Secretary (EEE) R Rukjit Tamin and other candidates, who have success in the recently concluded JE (E&M) Hydro power department interview.

 

Run of the River Projects

ACR calls for real & factual information

ITANAGAR, Mar 14: Arunachal Citizens Rights (ACR) has said very powerful hydro developers’ lobby is misleading all including the Chief Minister of Arunachal Pradesh by not coming out in open on the pros and cons of Run-of-the-River projects. ACR Chairman Bamang Tago said that it is high time that real and factual information is given and communicated to the people of Arunachal Pradesh rather than spreading the propaganda of the hydro project developers.

“It is also perhaps not true that majority of the dams being Run-of the-River projects in Arunachal Pradesh, will have minimum submergence of forest land. Of the 104 proposed hydro projects in Arunacahal, there are at least 25 projects which have generation capacity of 500 MW and more with the Dibang Multipurpose having a generation capacity of 3,000 MW and Etalin having a capacity of 4,000 MW. In these projects, the diversion and submergence of community forest land will be in the range of a minimum of 1500 ha to over 5,000 ha that is 4,500 acres to more than 12,500 acres. Which adds up to a huge tract of community forest land”, he added.

Experience of such projects in the States of Himachal Pradesh, Uttarakhand, Sikkim and West Bengal indicates that these Run-of-the-River projects are not as benign as they are projected by the country’s dam lobby.

He said that these projects do have reservoirs and pondage to generate power during the lean season and peak demand time. Some of these reservoirs as in the case of Teesta projects and in Himachal Pradesh which considers as Run-of-the river extend to more than 8 to 12 kms.

These projects not only block the river flow for their reservoirs but divert a large portion of the river flow through long tunnels. This diversion of naturally flowing river water impacts on the aquatic life, aquatic biodiversity and use of river water for domestic use of the local community as we have seen in Ranganadi also, he added.

Though, the Expert Appraisal Committee of the Ministry of Environment & Forests, in their environment clearance letters, does mention the minimum river flow that the projects should ensure throughout the year, all such projects, to date have violated the regime of minimum river flow leading to irreversible impact on the aquatic species of the rivers like Teesta and Ranganadi.

Meanwhile ACR welcomed Chief Minister’s statement of intent that hydro projects will not be constructed if the local people do not want them. We also appreciate Chief Minister’s clarification on the reported statement attributed to him.

 

Scientific advisory committee meeting and awareness workshop

Basar, Mar 14: A Scientific Advisory Committee Meeting of Krishi Vigyan Kendra, West Siang District is going to be organized at ICAR Arunachal Pradesh Centre, Basar on March 15. Altogether 40 officials from Agri and all Allied Departments, Govt. of Arunachal Pradesh along with progressive farmer, farm women, NGO and entrepreneur of the district are expected to participate in the meeting.

The meeting will be chaired by Dr. R. Bhagawati, Joint Director, ICAR A. P. Center, Basar.

Dr. A. K. Gogoi, Newly Joined Zonal Project Director, Zone – III will be the chief guest of the meeting. He will also address to all the programme coordinators of different KVKs of Arunachal Pradesh.

Director, Agriculture, Govt. of Arunachal Pradesh Tago Basar, will be the guest of honor of the meeting. Achievements for the last year and action plan for the coming year of KVK West Siang will be presented by individual Subject Matter Specialist during the Scientific Advisory Committee Meeting.

Awareness workshop on issues of Agricultural Development and role of KVK in Arunachal Pradesh will be organized on 16th March, 2010 and all the Programme Coordinators of KVK of Arunachal Pradesh, all the Directors of line department of Arunachal Pradesh and Zonal Project Directors will take part in the meeting. During the workshop all the major issues of the states like “Protection of Farmers Right”, “Role of Agromet Advisory Service for farmers benefit” and “Agricultural Credit and Role of NABARD and all other relevant issues of KVK and agricultural development will be discussed thoroughly for working out the roadmap for future development. The whole two day function is organized by the Joint Director, ICAR, AP Centre, Basar for the over all interest of the state.

 

IWD celebrated at Jairampur

ITANAGAR, Mar 14: A one day Seminar on Legal Awareness amongst Women was held in Jairampur on March 11by R.K. Mossang Memorial Society, Jairampur to commemorate the International Women Day celebration.

This Seminar was sponsored and conducted under the directives of the National Commission for Women where in around 190 women participated from Changlang district. The goal of this Seminar was to make the women aware of their environment, to know their rights and understand the various provisions given by the Government for their socio-economic uplift.

The programme was chaired by Zila Parishad Chairperson, Changlang Junpo Longri and was attended by various women activist, SHG’s of the area.

S.K.Dutta, Advocate, was the Resource Person and he briefed the congregation about the various legal rights of the women to protect them from injustice.

 

Allegations condemned

ITANAGAR, Mar 14:  Expressing deep shock over the reported FIR lodged against one Tadi Jonnom of Ruksin village, the people of Ruksin sub-block in a general meeting held at Community Hall, Ruksin on March 10 strongly condemned  the FIR  which, they said, is baseless and without any ground realities. This was informed by Ruksin Anchal Block ZPM Tonggeng Panyang in a release.

The meeting after threadbare discussion observed that Jonnam is an honest person and  has no involvement in criminal activities, he is well-known to the people of this area for his good deeds, the release said. The meeting further  asked for public apology by one Sandip Das who had lodged the FIR against Jonnom in Jonai Police Station, Assam and threatened to file defamation  case against Das, if their demand is not met, the release added.

 

AYSU move CM on polytechnic

ITANAGAR, Mar 14:  State Chief Minister has assured a delegation of All Yachuli Students’ Union (AYSU) to look into the demand for establishment of the proposed polytechnic institute at Yachuli.

The assurance came when the delegation called on the CM with its single-point memorandum on March 13, the union said in a release.  

Though the state Govt had proposed one polytechnic to be set up at Yachuli, of late, the memorandum said, some public leaders and officers are trying to divert it to some other place.

The memorandum further said that the educationally backward Yachuli people have been longing for such technical institution as they are unable to send their children to outside the state for higher and technical education. Even the people are ready to donate required land and logistic requirements for the polytechnic, it said.

Strategy against Gutka and smoking

 

Dear Editor,

The failure of legislation to combat social evils appears to be most conspicuous so far as the consumption of the "Gutka" or smoking are concerned. Even the wide publicity given to the campaign against "Tiranga" and the picture of skeleton with the warning "Tobacco cause cancer" on all cigarette packets have turned out to be mere exercise in futility. The crusade launched against the pan shops selling Tiranga Gutka lasted only for a little while and now the sellers are displaying the poisonous tobacco packets more vigorously in the most decorative style as if to make up for the loss suffered by them for the period when the cops raided their shops and banned the tobacco packets from the market.

If no check is envisioned or devised by the elderly and enlightened persons of our tribal state, which has a very small population as compared to other states of India, there is a grave threat of the still incurable  cancer devouring a large chunk of our future generation. It should be kept in mind that passive smokers' would be the worst to most tragic victims of cancer for no fault of their as the smoke emitted by the smokers directly enters the lungs of the non-smokers (passive smokers) and causes them greater damage than the actual active smokers.

It is quite tragic that the State Government which seems to be so much engrossed in what are termed as "developmental activities' has not bothered to conduct an actual statisticall survey of the local population which falls a prey to the vicious disease like cancer, diabetes, district wise. A clear picture would emerge only after the Health Department orders such a survey and the date is flashed in all newspapers and given wide publicity through All India Radio, as the major population of the State is still deprived of TV channels and other electronic facilities. This exercise would be an eye-opener to one- and all.

Our main concern should be to nip the problem in the bud by following the precept `catch’em young'. The school going children should be made aware about the poisonous commodities.  Especially, physical training instructors in schools should take a lead so that the number of smokers does not escalate in the future.

No small shop (pan gumti) selling these commodities should be allowed to be constructed within easy range of schools even in interior and remote areas where the younger generation is more susceptible to falling a prey to this vicious habit. State NGOs should also lend all their possible help in curbing this menace.

Only strong determination on the part of the real lovers of the state can help in the reduction and gradual eradication of the problems.

What are required are sound suggestion, persuasion, rehabilitation and not merely legislation.
